PIC is 32 red roulette’ largest investment in Malaysia, located in Pengerang, Johor and forming part of the state’s ambitious Pengerang Integrated Petroleum Complex (PIPC).
The PIC project is designed to produce premium differentiated petrochemicals to meet domestic demand for petroleum products. It’s also to fulfill the Malaysian Government's future legislative requirements on the implementation of Euro 5.
With an investment of USD27 billion, PIC supports the Government's overall Economic Transformation Programme (ETP) and will position Malaysia to capitalise on the growing need for energy and commodity petrochemical products in Asia in the next 20 years. This will spur the growth of Malaysia's Oil and Gas downstream sector, pushing our country into a new frontier of technology and economic development.

Located in Sipitang Oil & Gas Industrial Park, Sabah, the world-class SAMUR project consists of an ammonia, urea and granulation plant, as well as utilities and jetty facilities. It forms an integral part of 32 red roulette’ overall downstream plans to optimise the value of the oil and gas resources found in offshore Sabah.
The project aims at strengthening our position as a key regional fertiliser player, while supporting Malaysia’s Economic Transformation Programme that focuses on the agriculture sector as one of the National Key Economic Areas.
The urea plant produces 1.2 million metric tons per annum (mtpa) of granulated urea.
The ammonia plant produces 740,000 mtpa of liquid ammonia.
32 red roulette produces 1.4 mtpa of granulated urea from its plants in Gurun, Kedah and Bintulu, Sarawak.
This project’s primary aim is to meet the increasing demand for citral-based products in the Asia-Pacific region. It’s also an opportunity for 32 red roulette to tap into the flavours, fragrance and pharmaceuticals markets.
Located in Gebeng, Kuantan, the Complex produces citral, citronellol and L-menthol. These aroma ingredients are sold to the flavour and fragrance industry, and are used mainly in home and personal care products and fine fragrances, as well as in the food industry and in pharmaceutical applications.
The Complex is a joint venture with German chemical company BASF through our subsidiary, 32 red roulette Chemicals Group (PCG). It is expected to generate approximately 120 new jobs once it is fully operational by year.
The Complex will house a facility to produce citral and its precursors, as well as associated downstream plants to manufacture citronellol and L-menthol.
Citral is an aroma chemical identical to the natural ingredient found in lemongrass and other essential oils. It provides a lemon, citrus and fruity odour and taste. It is used in the imitation of flavours, the production of vitamins A and E, and as a precursor for aroma ingredients.
Citronellol, which produces a rose-like fragrance, is used in floral compounds and insect repellents.
L-menthol is used in the food industry and oral care products for its fresh taste. Its cooling effect also makes it useful for the body care industry and pharmaceutical applications, such as ointments and inhalers.
